What are the REACH Standards?

The REACH Standards are a nationally recognised framework that sets out the core principles of high-quality supported living. They were developed to ensure that individuals receiving housing support have full autonomy and dignity in their homes.

These 11 key standards focus on:


Choice & Control – People have a say in where they live and who they live with.


Real Tenancy Rights – Individuals have secure housing with full legal protections.


Quality, Person-Centred Support – Every tenant gets tailored, empowering support.


Inclusion & Citizenship – Everyone has the same rights, responsibilities, and opportunities as others.

The 11 REACH Standards

  • People have control over their living arrangements and housemates.

  • Individuals should have the same rights as anyone else when choosing a home.

  • Supported housing should feel like a real home, not an institution.

  • Support is tailored to each person’s needs and preferences.

  • People should have a say in who provides their care.

  • Support must be high-quality, ethical, and empowering.

  • Individuals should be free to build and maintain social connections.

  • Support balances safety and independence.

  • People should be active, included members of their community.

  • Tenants must not be treated differently because of their support needs.

  • Support should evolve as people grow and their needs change.
